If you are sharing the connection with other people in the building, the most likely cause is likely to be lack of available bandwidth, either due to someone whoring it all, or just too many people trying to use it.
You can easily rule out your end by disconnecting your 360 and all but one of the PCs, and running the speed test again. If it doesn't change, it's not likely to be you, and you shouldn't worry about having a moan
