How to start modding?

Hello!
I would like to start making my own car model (mod) in Grand Prix 4. Could You help me about what program Do I need, and what can I change in the game to not hurt the basic game and work properly.
I'd like to make a car mod which I can drive in GP4. Hope you can help me, 'cause I don't know how to start.
