Keyboard controls bugged when racing.

Hello everyone! I finally got a new computer and after a long time I returned to GP4! Basically starting over and having to learn everything again. I have a problem though. I have set my driving controls to keyboard. When I am in free practice the keyboard controls work like this (Steering: Left/Right, Accelerate: Up, and Brake: Down, Up shift: A, Down shift: Z) But when I go to race the steering is gone and I only have Accelerate/Brake/Up shift/Down shift. I edit the key.ini file to the setting I want but it still do this. Any idea how to fix? Thanks.
