Create flag textures

I tried to Create flag textures from the scratch, but I havent succeeded:

I made two tgas and rename them atx_flag_lights_1.tex to 6. In-game I see nothing, but if rename them with allready existing names, like atx_flag_red_1.tex to 6 it works fine.
How can I make it work with atx_flag_lights_1.tex ?

I think it only works with existing names.
