Yeh I've seen a project around here that was similar to that. Don't know how it went!

It works like the brake lights, so whenever the light is on the rear wing fills in. Hence why it opens as soon as the car accelerates in the ascari chicane. I think that's it at least

That's just it.
The movable part of the wing is connected to rear ligth.
The effect is only visual. It has no effect on performance.
