Rules

1. Teams
Teams entering the 2004 F1 Championship are Ferrari, Williams, McLaren, Renault, BAR, Sauber, Jaguar, Toyota, Jordan, Minardi and Arrows. Teams will be given out to managers at random at the start of the game with managers getting a chance to trade teams with other managers as long as both agree to the swap. Teams can be taken over and get bigger budgets or other advantages (for example Red Bull taking over Jaguar and bringing more money to the team or BMW taking over Sauber with Sauber getting BMW manufacturer engines).

1.1 Team budgets
Teams will start with differing budgets. Big teams like Ferrari and McLaren will have bigger budgets than teams like Minardi or Arrows. Budgets will carry over to next season.

1.2 2004 season
There will be open bidding for drivers and parts for 2004 season. Teams will have to submit their bids via PM. There will be as many bidding rounds as needed for every team to fill all the slots they have.

2. Parts
Teams will have to decide which parts they want season by season. Teams can’t go into debt selecting the parts.

2.1 Engines
For 2004 the engine suppliers will be Ferrari, Mercedes, Renault, Honda, BMW, Toyota and Cosworth. The engines will have differing bhp and reliability. Manufacturer teams like Ferrari, Renault and Toyota are tied up to their engines. Bhp and reliability will fluctuate between seasons so the best engine supplier for 2004 might not be the best for 2005. Manufacturer teams will get a small boost from their engine suppliers compared to customer teams.

2.2 Tyres
Tyre suppliers for 2004 season will be Bridgestone, Michelin, Firestone, Goodyear, Continental and Dunlop. Some suppliers give better performance to the car but cost more.

2.3 Fuel
Fuel suppliers for 2004 season are Shell, Mobil 1, Total, Petronas and BR Petrobras. As with the tyres, some suppliers give better performance but cost more.

2.4 Brakes
Brake suppliers for 2004 season are Brembo, Magneti Marelli, AP Racing, Bosch and Alcon. As with the tyres and fuel, some suppliers give better performance but cost more.

3. Drivers
Teams need two race drivers and one test driver. These drivers can be swapped around as much as you want. All driver contracts are one year and the drivers will become available for negotiation at different times during the season. Usually the driver will accept the highest bid but a small “home team discount” will be given to their current team if they’re happy with their current team. Drivers can become unhappy if they’re demoted to a test driver for example. Drivers can be released from their contracts with no penalty because the salaries are paid in full at the start of the season. Replacement drivers will be paid pro rated (for example a driver’s salary is 5M and there’s 50% of the season remaining, he will be paid 2.5M)

3.1 Pay drivers
Some drivers have sponsors who will pay to you for hiring these drivers. For example, if you hire a pay driver whose sponsors pay 4M and the salary you give out to them is 3M, you’ll get 1M. If you offer the same driver 6M salary, you’ll have to pay 2M. Pay drivers can't be fired during the season.

3.2 Driver retirement and development
Younger drivers develop at a faster rate than older drivers. Every driver has a set potential so they might reach their potential at age 22 while some continue to develop into their 30’s. On the other hand, drivers will start to lose ability when they near retirement. The drivers will start considering retirement at 34 years old and the chances that they retire will increase every year after that.

4. Technical Directors
Technical Directors impact the car's performance. Through their work, they add to your team's base power at the start of the season.

5. Testing
Teams have a chance to test two times in the pre-season and every four races during the season. Teams can test for more power or reliability. Team principles will have to inform which one they want to test before every test if they’re taking part in it. Testing will cost 1M. Teams can choose two out of their three drivers to perform in any test.

6. Race weekends
The race weekend will consist of free practice, qualifying and the race itself.

6.1 Free practice
Teams will send out their #1 driver and test driver for free practices. Teams whose #1 driver and test driver are closest in their clocked time will get a small boost for rest of the weekend.

6.2 Qualifying
Drivers have one hour and 12 laps to put in the best time they can.

6.3 Race
Races will be 100% distance. There will be a report with some screenshots of every race.

7. Championship points
For 2004 season the points will be handed out as follows:

7th 2 points
8th 1 point

8. Prize money
Teams will get prize money from race weekends and at the end of the season.

During the first round, you can bid for your #1 driver, technical director, engines, tyres, fuel and brakes. Engine suppliers will only supply three teams max. The engines will be determined by first come, first serve basis. Ferrari, Toyota and Renault teams don't need to bid on engines because they're locked in to their manufacturer engines. Keep in mind your balance can not go lower than -15M.

Can you explain how the bidding works? Does that mean that if i'll bid 50k for Schumacher and someone else gives him 55k contract - he will sign the 55k deal? Does this works for the car parts (such as brakes or fuel) that way as well?

The salaries next to driver's name is their minimum salary so for Schumacher for example your lowest bid can be 16.5 million. If you offer him that and someone else offers him 17 million, he'll sign the higher offer. The same goes for technical directors.

For parts, the cost is fixed so you don't have to go any higher or lower.

Do all the other car parts also add only to the bhp? Could be interesting to see tires add to the driver performance instead. Like Michelin/Bridgestone +300, Firestone +100, Goodyear 0, Continental -100, Dunlop -200 (but it is up to you to decide)

About the pay drivers - in the current state it seems to me like I can hire 3 pay drivers (2 main and the tester) who will bring some money to the team, but then, after the test sessions or the 1st race I can release them all and buy another drivers for the money they brought...
I think it must be forbidden to fire pay drivers throughout their 1 year contract time (which is also kind of realistic).

The current prize money system looks strange to me. 11th team receiving 50M is 5 times higher than the current worst budget, and there's like not that much money to spend on anyway, so I don't think that it needs to be THAT high.

Also the succesful teams will receive lots of money just from good results anyway. Like if they win seven races and their 2nd driver will take seven 4-5 places it already gives them (2M+1M)*7=21M. So, I think that the end of the season prize money should be lowered to 20 at least.

I didn't think anyone would abuse the pay driver system like that but it would probably be better if I added it to the rules that you can't fire pay drivers.

You're right that the current prize money system might be a bit high. What do the other managers think? Should I lower them by 20 million or so across the board? I don't want them lowered too much either since the smaller team will probably not get a lot of prize money during the season and I don't want a third of the teams bankrupt after one season.

A thing I personal do in my custom seasons is that car parts, or even tech directors, add driver performance rather than BHP, basically dividing the car stats between raw speed and handling.

When it comes to prize money with the current rules a top team could easily gain 100 M a year, and a backmarker team more than 50 M, meaning a Minardi getting pay drivers and not spending this year could probably end up with 70M budget next year, more than williams now. I think a 20M reduction across the board would be a good start, i personally think 30 would be better. The backmarkers would still multiply their current budget by two or three with that.

I think we should start this season with the current rules (or a few essential rule changes) as a trial, and work on the systems' eventual flaws during the season as they pop up, discuss and vote rule changes for the following year (unless the problems are urgent). It's easier to do as long as there are fewer persons involved.

Yeah, I won't make any big changes for this season as that would just muddy the waters. The prize money is the only thing I consider changing for now. I'd like all of you to chime in on that. I want to strike a balance between realism and fun so that you can build a team like Minardi to a race winning team but you shouldn't have one of the biggest budgets with Minardi after the first season either lol

The salary figure next to their name is their minimum salary and you can't bid lower than that. So you can offer Schumacher 20 million but not 16 for example. The drivers will go to highest bidder after every round.

Also to add to the budget discussion, the drivers salary asks will change according to how they do during the game and how their abilities grow/decline. So Lewis Hamilton for example won't be making 500k after he has won 5 driver's championships. Their previous deals will also affect how much they'll be asking in the coming seasons. So if Michael Schumacher is paid 20 million during this season, he would be asking for at least that for next season also.

Just out of curiosity, will you design the liveries ? (changing the team numbers, helmets, sponsors) What car models will you use ?
Also, do the pay drivers have a minimum salary as well, or can I just offer next to nothing to get that sweet money.

I was thinking on using the real liveries the team had during each season as I have zero skills for editing any of that. Helmets shouldn't be too hard to change around but obviously they won't match the color of the cars. If someone wants to edit those I'd be more than happy to receive them and put them in the game but I don't see myself doing that.

Yeah, you can just basically offer them nothing to get the full sponsorship money but again, if someone offers for example Bruno Senna a 500k salary, he would accept that deal and then that team would receive 6.5 million.

Bankrupt for the third of the teams? Right now it doesn't seem possible to me even for the one team because even if the balance goes -15M, you'll get some prize money at the end of the season anyway (currently in the worst scenario it is 50M, which seems way to high to me, keeping in mind that some of the current teams have to do it with only 10-19M). Or do we spend money for travelling to the place of the race or anything else?

Do I understand it correctly that you can't afford testings if your balance is negative?

Also having a time set to tuesday 6th seems like a bit rushy to me. I just don't think that all the team owners are active and ready to start already. At least it would be nice to have confirmation that they're awared of the start. You could give more time for the 1st round of bidding (like a week) and much less for the other ones, when everyone will be ready to do so. Renaming the thread to ''F1 Manager - Season 2004 (Bidding is OPEN until tuesday (or whatever else date you choose))'' or smthn like that would be nice too in that matter.

Totally agree on that. I think that tyres and brakes should add only to driver perfomance, not to the straights speed (which seems ok for fuel).
In my fantasy series I have even brakes adding to 'braking range' and 'driver errors' values, which were already different for all the drivers. But sure it should'nt and won't be so complicated over here :-)
Testing also might've been used to increase either bhp or driver perfomance. For tech directors it would be nice to have some of them adding to bhp (like 6-10), and some of them only to driver perfomance (+150-300), and some of them slightly to both (2-5 bhp and +75-+150 perf), but we should be aware of what the certain tech director is known for. I don't speak that we should know the exact values but some text lines like this
Ross Brawn - Car Speed "Good", Aerodynamics "Good"
Adrian Newey - Car Speed "Normal", Aerodynamics "Great"
just an example, but it could be no prob with excel.

To me it seems like the season started too early before we had chance to set up the rules first. I didn't make any proposals at the previous tread because I thought that we were waiting for more people to join.

Also I'm offering my help with the excel duties to make the perf file building much easier if needed (sure you have to give me the random values (within the real range you use) for me to create a working template for you that you will fill with the real values you have in mind.

I was worried conversation would bog down on details preventing the game from starting. So here is a proposal to syvis, to meet halfway between the points of view, how about setting a deadline for starting the season (or even the bids, I already sent mine, but I don't mind retracting them and restarting), and then holding a discussion on the rules before it, last word going to Syvis of course, as he is the organizer. That way we would have time to set up the rules without risking to delay the beginning of the championship too much.

Yes, testing can only be done if your balance in positive.

I've received bids for 6 out of 11 teams at this time. If we had 11 managers I for sure would've given more time for the bids. I guess we could extend the first bid window if we're still missing bids tomorrow as the deadline draws closer. I'll send PM messages to those who haven't posted here in hopes they have e-mail notifications on. I'll also edit the thread title as you suggested.

I will take notes on these suggestions and we can discuss these throught of the first season as I'm sure there will be other things that pop up as well when we get going.

I want to keep the rules as simple as possible so it's easier for new managers to get into this and I don't think the rules should be too complicated for this kind of forum league. I've run leagues with a couple of friends where there was facilities etc. for every team but it got a bit messy even there. The suggestions so far have been great but I don't think any of those are game braking apart from the prize money thing. I think it would be good to start with a simple foundation and build from there.

Also, thanks for offering your help with the perf files but I think I can handle those on my own. The graphic side is where I would need the help.

I will admit I'm a bit anxious to get this going as I made the first thread back in May and thought bumping it would be futile. I'm not the most patient guy around lol.

I've done liveries and helmets for my custom seasons on Snake's templates, but I've always kept the designs simple, there are much better are livery artists around here.

In short, I can help a little bit, but I won't be enough.

We don't choose sponsors, so there's no huge need for changing liverees I think. As for helms - we could use only those drivers who have their helmets done for the mods (like GP2 2005, 2008, 2008 Asia Series, 2009 and 2011, indycar 2008 and formula-1 mods obv). For my fantasy series I have a mix of a these and fictional drivers for those I create my own designs. I can help with the helmets (nothing fancy tho) and liveries as well - I mean it would be not really hard to replace the fuel or engine logos using the existing car paints done for 2004 f1 cars. Changig car numbers for the future seasons should be no prob at all.

One more question: you've mentioned some future deals like Red Bull taking over Jaguar and BMW taking over Sauber. How is that going to happen? What ammount of money Jaguar is going to receive in season 2005? Will BMW only set the engine mandatory for Sauber and not going to add any money to the budget?

Also would be nice to have the reliability explained. What car parts affect reliability? Is it going to be chosen at random from within a specific range with the more expensive engines (and something else?) providing a much higher chance of providing more power and better reliabilty as it was in this series? Or do you have values of your own?
