speed on display

Every now and then I just like to watch AI races with GP4 and I noticed that the fastest AI vehicles in the 1999 Mod, even on high-speed tracks, barely reach 300km / h. At least that is what the display on the steering wheel tells me. At the 2001 mod in Hockenheim the AI reaches about 350. As I said, I have not measured whether they really only drive 300 instead of 350 The lap times in the 2001 mod are six seconds faster than the ones in the 1999 mod. Is it an internal mod thing: a "display error", so to speak and can I change this?
