Convert the .tga file into .tex with slimtex (ZazTools) or TexResizer (Lo2K) and put your stwheel.tex file into your cars/cars folder from your cars.wad

GP4 can only handle a single stwheel generic file for all the cars. As it is not related to a gp4 file but hardcoded in game, I think that it is not even possible into csm mods. But maybe I am wrong...

How doesn't it work for you? It works for me at least, won't notice much difference in PO but shadows look great. I will post screenshots later today.

I think it also affects what is set from f1graphics.cfg, mine are following:

3 ; [MAIN VIEW] Shadow type (under cars) (0=> off, 1=> static, 2=> composite, 3=> projected)
16 ; [MAIN VIEW] Blur shadows (projected shadows only)(should be 0 (no blur),2,4,6,9,12, or 16)
4 ; [MAIN VIEW] Max number of shadow maps that are allowed in view UNDER CAR
4 ; [MAIN VIEW] Max number of shadow maps that are allowed in view OVER CAR
