Tweaker Disable/Enable and other information on the CSM

Hello,

in the Mods I find these two items inside the CSM:

GP4Tweaker Slipstream Effect
GP4Tweaker Real Time Editing

but I do not understand exactly what it's for.
I notice that they are deactivated. But if they are activated what happens?

In the Graphic CSM of the Load and Restore Mod section, where do I select Mod i how do I change names?

Example:

I'm this way
F1 1996
2001
2006
F1 2007 etc.

and put them all like this:
F1 1996
F1 2001
F1 2006
F1 2007 etc.

it's possible?

Finally, how do you permanently delete a mod from the list?
