Sure there's less activity since the certificategate and some people take the opportunity to hide themselves from the view of all. But the good question should be, who's in charge of Rock'n'Roll ?

Make sure you use a lot of WordArt and some clip art to really make it professional

For now, just pm a teamowner with a vacancy. Entry list on the first post isn't quite up to date, but Alpha for example still has a free test seat.

Just in case it ain't too late, Maverick Track Performance also has a vacant test seat. PM to me with a motivation letter, full CV, income expectations (hint: free-of-charge offers are the only ones considered). What you get: the fastest car in the grid (... subjectively speaking).
