CSM Problem, or PC or wtf?

When i try to install a mod i get this error message: "an error occurred when sending commands to the program"
So i can't install any mod...and when I open CSM, the program asks 2 questions and then "closes itself"...and when i try to open it the program don't answering...so annoying...what to do? btw: I have a windows 10
