Paint on a template, usually in tga or psd format in photoshop or similar. Use Slimtex, (in Zaz Tools) to convert your tga to tex format.
If you are using a CSM type mod. (CSM in Zaz Tools) then it is easy to to place your files into the mod folders and adjust the file name paths in the mod ini files. If using a wad type of mod, then insert your tex files using a wad insertion tool such as Easywad (in Zaz Tools) or Wadupdater. That is the basics, and there is likely to be more information on painting, and updating GP4 in the FAQ.

Apparently you either didn't pay attention while watching the video or you haven't watched it at all...

Paint on a program that supports the template file type.

Try v2.2.6, from here.

And for the actual painting GIMP is the best.
