Hope you got it right, because it covers the seasons 1996-2012 and is made for GP3-2000 (not v1.13). Mainly based on Belinis work until 2010.
Every season has it´s own physics(!) and especially into Season 2012 I put a lot of work in realistic laptimes so it´s not easy to win a race..

If possible, use a steeringwheel or gamepad

In the last 2 weeks I reworked the whole package and built up season 2013.

Improvements:

-corrected all driver names 96-13
-added teamarts for all seasons
-added trackmaps for all seasons
-added menugrafics for all seasons
-massively extended the season-selector (loads now all different season arts)
-again reworked and tested alot driving-feeling of season 2012
-performance-file of 2012 follows real championsship result
-built up season 2013 (cars, helmets, cockpits, teamart, jackmen, trackmaps, background-images)
-reworked the whole MOD-structure

hmmm...difficult to say. Plz tell something more about your system:

cpu
operating system
grafic-resolution in game
antialiasing of graficcard is turned off hopefully?
