You can use either GP3 editor , o GP3 Master, and in the performance, you can edit the engine BHP parameters. I think with 800 - 900 bhp you can reach 300 km/h...

how about your setup ?

front wing/rear wing settings and gear box ratios can make a big difference.
If you know something about the magic data : you can easily change the grip level
