i would like to buy a new steering wheel for gp4, F1 2014 and other racegames, what wheel do you recommend??

It depends very much of the price you want to pay. Or the feeling you'd like to have while driving. A good FFB gives you the best experience.
The best manufacturers are Logitec and Fanatec, thus a bit expensive but sure worth it.

I have two - an old MS Sidewinder (no force feedback) and a Logitech Momo.

The MS Sidewinder is cheap if you can find one.

If you want FF then you can probably do better than the Logitech Momo, as Eric says, it depends on your budget.

You can't do much wrong with a G27, other than paying too much ;) It's surely pretty high up in the ranking, price-wise. What I don't like of the G27 is how the buttons are arranged. Especially for the Codies F1 games, I want easy access to the buttons, and with only buttons in the middle of the wheel or the external stick, that didn't work out well for me, when I tried it at a friend's. Another thing is the setup of the wheel. If you need/want to remove the full gear from the desk every time after playing, and setting it up for it again, the G27 might not be for you, and for me that was another dealbreaker. Eventually I went for the Logitech Driving Force GT. It's a good bit cheaper than the G27, still has a solid FB and good grip in hands. I'm very satisfied with it.

As others said already, if budget isn't an issue, you should also have a look at the Fanatec Clubsport series or Thrustmaster T500 RS. But seriously, those are pro wheels and for the occasional gameplay you don't need to invest that much money, imo.

is it making a lot of noise this steering wheel?

Let's say it's not as quiet as the G27, cause it uses normal drive belts. So, you hear it in the background, yeah, especially in moments when you have to fight the FB hard. But it has never disturbed me with the game sound coming from normal computer boxes. If you want an ultimately quiet wheel, it won't be the Driving Force GT. But I think there isn't a perfect wheel. They all have their pros and cons.
