hahaha ... may be that the virtual hdd drive is PRIVATE! this explains why there is a password for access to files.

but this is just a guess, okay?

I don't want to sound like a turkey but I presume the mod creator doesn't want anyone to download the mod at this time right?

Great mod! But something is missing, for example, the teamart.
Since I have also made me a 1998 mod for personal use, where I also made teamart, menu backgrounds, and more,
do not you think it would be nice to integrate the two mods?

The 1998 mod with the download link given in the post of phantaman is pretty complete IMHO:
* Teamart (drivers, gridcars, logos) is there, only the driver picture of Jan Magnussen does not have the same structure than the others and deserves an update.
Here it is:
Download TGA file
* GPaedia is not complete, but that is made intentionally and the gpaedia link is removed in the menu. A modding perfectionist may be bothered by the fact that right side clicks in the drivers or tracks selection display lead to some 2001 gpaedia. An update including enhanced gpaedia would solve this problem.
* The CSM menu language is French. An alternative globalvars.ini file with english text would be nice.

All this can easily be done by mod updates.
Are there any other reasons for a complete new mod?
